Does God command or forbid robbery?

These are not obvious examples of God commanding robery. Besides, in Exodus 3 and 12, the Israelites asked the Egyptians for goods.

Robbery commanded

Exodus 3:21-22 - So you will plunder the Egyptians
Exodus 12:35-36 - So they plundered the Egyptians

Robbery fobidden

Leviticus 19:13 - Do not defraud your neighbor or rob him
Exodus 20:15 - You shall not steal
