There are two aspects of the Spirit.
In John 20:22 He was breathed on the disciples.
In Acts 1:5,8 He was poured out *upon* them.
That's like in 1 Cor. 12:13, which says that we were baptized in one Spirit and also given to drink one Spirit.
One is inward and the other is upon us outwardly.
It's certainly possible that in John, the disciples became indwelt with the Holy Spirit, and in Acts they became empowered by the Holy Spirit.
